The Privacy regulators of Britain, the Information Commissioner’s Office (ICO), began a formal investigation this Monday into the Chinese social media app TikTok, the discussion forum Reddit, and the image-sharing site Imgur. This investigation is driven by increasing concerns about how these companies manage children’s data. The inquiry into TikTok examines how the platform utilizes personal data from its young users to make content recommendations and suggestions. Meanwhile, the inquiries into Reddit and Imgur are focused on how these platforms handle children’s personal information and how they estimate or verify a child’s age.
This investigation emerges when global concerns about digital privacy are increasing. Young users are vulnerable to targeted ads and online risks without proper supervision, according to experts. Regulators will examine whether these platforms comply with the General Data Protection Regulation (GDPR), the UK Data Protection Act, and the Children’s Code.
This children’s code requires that online services prioritize the safety and privacy of minors. It requires that personal data be collected and stored transparently and child-friendly, with specific guidelines for data collection, use of personal information, and digital marketing aimed at minors.
The UK Information Commissioner has highlighted the importance of compliance with data protection laws for social media and video-sharing platforms operating in the UK. He stated, “The responsibility for ensuring children’s online safety lies firmly with the companies providing these services. My office is dedicated to holding them accountable.” Additionally, the Information Commissioner’s Office noted, “If we find sufficient evidence that any of these companies have broken the law, we will present this to them and obtain their response before reaching a conclusion.”
This is not the first time the ICO is scrutinizing TikTok. In 2023, the Irish Data Protection Commission and the UK’s ICO announced fines of €345 million and €14.5 million on TikTok for children’s data privacy violations.
Industry experts argue that tech companies must take responsibility for protecting vulnerable users by ensuring transparency in how personal data is collected, managed, and secured. This investigation represents a broader effort by UK regulators to raise digital privacy standards across all online platforms. As digital privacy issues increase, TikTok has been banned in several countries, including India, where it was banned in 2020 over security concerns.
